Goals hierarchy is an essential tool to ensure that public leadership is focused on specific goals based on their hierarchy of relevance. The most important goals are set to the top and gradually established in sub-goals. The hierarchy allows the leader to decide on the distribution of resources to achieve an end. One example is the approach taken by Mayor Anthony Williams in setting strategic plans for Washington D.C., which were then taken to a citizen summit where the people voted on the hierarchical structure of the objectives (Moore, 2013). The people voted based on the level of importance on the goals to pursue by the city government.
